Por Narciso isa Conde<\/strong><\/p>\n<\/p>\n En este 173 aniversario de la separaci\u00f3n de Hait\u00ed y fundaci\u00f3n de la Rep\u00fablica Dominicana se impone una profunda reflexi\u00f3n en torno a la necesidad de una transformaci\u00f3n para refundarla sobre nuevas bases constitucionales, rescatando la soberan\u00eda anulada por la recolonizaci\u00f3n neoliberal y la intervenci\u00f3n directa e indirecta de los EEUU en toda la isla; insisto, intervenida por EEUU y no por Hait\u00ed, pa\u00eds hermano que sufre una recolonizaci\u00f3n imperialista todav\u00eda m\u00e1s intensa y brutal.<\/p>\n El Estado dominicano, sus instituciones y sistema de partidos est\u00e1n en franco proceso de putrefacci\u00f3n y postraci\u00f3n; situaci\u00f3n dram\u00e1ticamente evidente despu\u00e9s de la estremecedora marcha verde.<\/p>\n Poder Constituido: Ejecutivo, Congreso, Sistema Judicial, Sistema Electoral, Cuerpos Militares y Policiales, c\u00fapulas empresariales, partidos y entidades del sistema… se han corrompido y empantanado en un saturado y ya insostenible c\u00edrculo vicioso, que sumado al impenitente af\u00e1n de lucro de la clase dominante-gobernante pretende desconocer el clamor que exige sacar al pa\u00eds de esta perversa pendiente de carencias en soberan\u00eda, honestidad administrativa, salud, alimentaci\u00f3n, transporte, educaci\u00f3n, vivienda, justicia, empleo, seguridad…<\/p>\n Un cuarto de siglo de capitalismo neoliberal y medio siglo bajo el imperio de la Constituci\u00f3n balaguerista del 1966 y la leonelista del 2010 -sometidos al nefasto movimiento pendular de las dictaduras unipartidistas y bi-partidistas encarnadas por el PRSC, PRD-PRM y PLD – arrinconados todos por el indetenible tsunami verde- son suficientes para entender que la continuidad de este sistema pol\u00edtico-institucional y del correspondiente modelo neoliberal en crisis no tiene raz\u00f3n de ser.<\/p>\n Este pa\u00eds necesita y califica para una propuesta audaz que incluya la superaci\u00f3n de esta institucionalidad y este modelo putrefacto y empobrecedor, la anulaci\u00f3n de la Constituci\u00f3n del 2010 y gestaci\u00f3n de un proceso participativo hacia una Constituyente Popular y Soberana que acompa\u00f1e la progresiva inhabilitaci\u00f3n y reemplazo del Poder Constituido a trav\u00e9s de un despliegue creativo y plebiscitario de Democracia de Calle.<\/p>\n Inspirados en Duarte, Luper\u00f3n, Minerva, Manolo y Caama\u00f1o, me siento en el deber de llamar a sembrar esta propuesta en todo el pa\u00eds y precisar -en estrecha relaci\u00f3n con la sociedad y al comp\u00e1s de la movilizaciones- las caracter\u00edsticas y posible composici\u00f3n de la Asamblea Constituyente a establecer a contracorriente de esta institucionalidad pervertida y cerrada; as\u00ed como a elaborar colectivamente los contenidos de una nueva Constituci\u00f3n para una democracia real en un pa\u00eds justo, solidario y soberano, hermanado a los dem\u00e1s pueblos de nuestra Am\u00e9rica en lucha por su segunda independencia y su liberaci\u00f3n definitiva.<\/p>\n<\/p>\n ENGLISH:<\/p>\n<\/p>\n REFUND THE REPUBLIC<\/p>\n By Narciso isa Conde<\/p>\n On this 173rd anniversary of the separation from Haiti and the founding of the Dominican Republic, a profound reflection is needed around the need of a transformation to re-found it on new constitutional bases, rescuing the sovereignty annulled by neoliberal re-colonization and direct and indirect intervention of The USA on the whole island; I insist, intervened by the USA and not by Haiti, a brother country that suffers an even more intense and brutal imperialist re-colonization.<\/p>\n The Dominican State, its institutions and party system are in the process of putrefaction and prostration; situation dramatically evident after the shuddering green march.<\/p>\n Constituted: Executive, Congress, Judicial System, Electoral System, Military and Police Corps, business leaders, parties and domes of the system … have been corrupted and bogged down in a saturated and already unsustainable vicious circle, which added to the impenitent ruling-class class seeks of profit, to ignore the clamor that demands to remove the country from this perverse pending deficiencies in sovereignty, administrative honesty, health, food, transportation, education, housing, justice, employment, security …<\/p>\n A quarter of a century of neoliberal capitalism and half a century under the rule of the 1966 Balaguerist Constitution and the 2010 leonelist – brought about by the nefarious pendulum movement of the one-party and bi-partisan dictatorships embodied by the PRSC, PRD-PRM and PLD – cornered all for the unstoppable green tsunami – are enough to understand that the continuity of this political-institutional system and the corresponding neoliberal model in crisis has no rationale.<\/p>\n This country needs and qualifies for a bold proposal that includes the overcoming of this institutionality and this rotten and impoverishing model, the annulment of the 2010 Constitution and the gestation of a participatory process towards a Popular and Sovereign Constituent Assembly that accompanies the progressive disqualification and replacement of the Power Constituted through a creative and plebiscitary display of Street Democracy.<\/p>\n Inspired by Duarte, Luper\u00f3n, Minerva, Manolo and Caama\u00f1o, I feel it is my duty to call this proposal throughout the hole country and to specify – in close relation with society and to the compass of the mobilizations – the characteristics and possible composition of the Constituent Assembly to set against the current of this perverted and closed institutionality;
