Mucho se ha hablado de la delincuencia pol\u00edtica reinante en Rep\u00fablica Dominicana. Tanto que hay quienes, ocultando otras modalidades, han pretendido presentarla como \u00fanica; esforz\u00e1ndose adem\u00e1s en excluir a los Presidentes, present\u00e1ndolos como tipos \u00abbuenos\u00bb rodeados de \u00abmalandrines\u00bb.<\/p>\n
Al paso de los a\u00f1os ?y sobre todo al desatarse estas estelares luchas contra la impunidad – la verdad brota descubriendo que el poder establecido, todas sus vertientes dominantes (pol\u00edtica, empresarial, militar, policial y transnacional), se han convertido en un poder delincuente con fuertes caracter\u00edsticas de narco-poder; cuyas c\u00fapulas, mientras m\u00e1s elevadas sean sus funciones, mayores sus responsabilidades delictivas en cuanto a acumulaci\u00f3n de poder ileg\u00edtimo y fortunas escandalosas; fortunas que a su vez sirven para garantizarles preeminencia en el marco de esta gansterizaci\u00f3n del Estado, del sistema capitalista y sectores de la sociedad.<\/p>\n
En estos d\u00edas la talentosa periodista Minerva Isa ha publicado en el peri\u00f3dico Hoy una serie de trabajos, especialmente uno sobre la delincuencia empresarial y otro sobre la narco-delincuencia, que constituyen un compendio demostrativo de la amalgama entrelazada de las expresiones de delincuencia ejercidas, recicladas y protegidas desde instancias de poder.<\/p>\n
En estos d\u00edas tambi\u00e9n la Tercera Sala de la C\u00e1mara Civil y Comercial del Distrito Nacional ha dictado una sentencia para proteger la estafa de Antena Latina, la cual muestra a la delincuencia empresarial (criolla y extranjera) abrazada a la delincuencia pol\u00edtica y judicial para despojar a la sociedad de un valioso patrimonio. <\/p>\n
Por dem\u00e1s, espoleado por el estallido de la podredumbre Odebrech y asociados, el c\u00famulo de fechor\u00edas que combinan esas y otras de delincuencias, resuenan ahora mucho m\u00e1s que en el pasado; potenciando la insubordinaci\u00f3n popular-nacional en ejemplares marchas verdes contra la impunidad, las cuales no reciben respuestas satisfactorias desde las alturas del gobierno.<\/p>\n
Es claro, pues, que desde este poder constituido, convertido en poder delincuente, no emanaran soluciones a esta confrontaci\u00f3n en desarrollo. <\/p>\n
Esta institucionalidad herm\u00e9tica, controlada por esa amalgama delictiva, articulada para garantizarles impunidad a sus protagonistas y beneficiarios, carece de v\u00edas para hacer justicia e implementar reformas que detenga su putrefacci\u00f3n. Por eso cada d\u00eda lo m\u00e1s negativo se empeora y el caos progresa.<\/p>\n
Para ponerle fin a la impunidad ser\u00e1 necesario anular ese poder, convirtiendo en contrapoder al pueblo movilizado en pro de su reemplazo.<\/p>\n
Es obligatorio, entonces, forzar desde las calles a su desplome pol\u00edtico, para dar inicio a una transici\u00f3n que abra cauces a un poder constituyente que recree las instituciones y el proyecto democr\u00e1tico.<\/p>\n

There has been much talk of prevailing political delinquency in Dominican Republic. So much so that there are those who, concealing other modalities, have tried to present it as unique; In addition, endeavoring to exclude the Presidents, presenting them as \u00abgood\u00bb guys surrounded by \u00abscoundrels\u00bb.<\/p>\n
Over the years, and especially in the wake of these stark struggles against impunity, the truth springs from discovering that the established power, all its dominant aspects (political, business, military, police and transnational), have become a delinquent power with strong narco-power characteristics; whose domes, the higher their functions, the greater their criminal responsibilities in terms of accumulation of illegitimate power and scandalous fortunes; fortunes which in turn serve to guarantee them pre-eminence within the framework of this gansterizati\u00f3n of the State, of the capitalist system and sectors of the society.<\/p>\n
In these days the talented journalist Minerva Isa has published in the newspaper Hoy a series of works, especially one on business crime and another on narco-delinquency, which constitute a compendium demonstrating the interlocking amalgam of expressions of crime exercised, recycled and protected from instances of power.<\/p>\n
In these days also the Third Chamber of the Civil and Commercial Chamber of the National District has issued a sentence to protect the fraud of Antenna Latina, which shows business crime (Creole and foreign) embraced political and judicial delinquency to strip the society of a valuable heritage.<\/p>\n
Moreover, spurred by the outbreak of Odebrech rot and associates, the accumulation of misdeeds that combine these and other delinquencies, now resonate much more than in the past; boosting popular-national insubordination in green marches against impunity, which do not receive satisfactory responses from the heights of government.<\/p>\n
It is clear, therefore, that from this constituted power, turned into delinquent power, did not emanate solutions to this confrontation in development.<\/p>\n
This hermetic institutionalism, controlled by this criminal amalgam, articulated to guarantee impunity to its protagonists and beneficiaries, lacks the means to do justice and implement reforms to stop its rot. That is why every day the worst thing gets worse and the chaos progresses.<\/p>\n
In order to put an end to impunity, it will be necessary to annul that power, turning the mobilized people into a counter-power in favor of their replacement.<\/p>\n
It is obligatory, then, to force from the streets to its political collapse, to initiate a transition that opens channels to a constituent power that recreates the institutions and the democratic project.<\/p>\n
