Por Narciso Isa Conde<\/strong><\/p>\n<\/p>\n<\/p>\n (En espa\u00f1ol e ingl\u00e9s)<\/p>\n<\/p>\n No es igual hacer justicia de verdad que instrumentar maniobras judiciales para intentar quitarse presi\u00f3n y diezmar las impactantes movilizaciones populares y ciudadanas por el fin de la impunidad.<\/p>\n Marcha Verde dominicana oblig\u00f3 al Presidente Danilo Medina-PLD y a su r\u00e9gimen a acusar y apresar una peque\u00f1a parte de los implicados en la corruptela de Odebrecht. Ellos se lo deben al justo reclamo de cobro, que v\u00eda Marcha Verde, est\u00e1 haciendo el pueblo dominicano frente a la enorme y tr\u00e1gica deuda moral, social y econ\u00f3mica contra\u00edda por los nefastos partidos tradicionales y c\u00fapulas empresariales y militares involucradas en grandes delitos de Estado.<\/p>\n Lo pagado hasta ahora es poquito e inseguro, porque la existencia de un sistema judicial tan pervertido y manipulado no garantiza que los pocos inculpados -m\u00e1s all\u00e1 de la verg\u00fcenza p\u00fablica y la prisi\u00f3n preventiva que sufren- sean ejemplar y definitivamente condenados.<\/p>\n El ex-presidente Leonel Fern\u00e1ndez-PLD controla muchos tribunales y el presidente Danilo Medina aspira a controlarlos todos desde su nueva mayor\u00eda en el Consejo de la Magistratura. Ambos exhibiendo altas responsabilidades en la corruptela entronizada y enfrentados al interior del PLD.<\/p>\n El Presidente controla al Procurador y al Ministerio P\u00fablico, y a trav\u00e9s de esos instrumentos ha iniciado esos procesos \u00abanticorrupci\u00f3n\u00bb que no incluyen ni a la mayor\u00eda de los sobornados ni lo fundamental y m\u00e1s trascendente de ese paquetazo: estafa de las plantas a carb\u00f3n de Punta Catalina, financiamientos o mega-sobornos electorales y sobrevaluaciones de contratos; protegiendo as\u00ed un robo de m\u00e1s de 2000 millones de d\u00f3lares y sobornos electorales que remontan los 500 millones de d\u00f3lares.<\/p>\n Esas exclusiones han determinado que ni el Presidente ni sus anillos palaciego y congresual hayan sido investigados y procesados en ese caso; lo que delata como maniobra pol\u00edtica-judicial una penalizaci\u00f3n parcial concentrada fundamentalmente en opositores internos y externos y lobistas implicados en los sobornos.<\/p>\n Mientras exclusiones tan burdas especializan el blindaje en la protecci\u00f3n del poder corrompido que ahora administra el oficialismo, dos de los implicados, Tem\u00edstocle Mont\u00e1s (Ministro) y \u00c1ngel Rond\u00f3n (lobista), dan se\u00f1ales de que podr\u00edan desplegar su capacidad de chantaje, forzando al Gobierno o a debilitar los procesos o a ensa\u00f1arse m\u00e1s aun en medio de testimonios estremecedores y desgarraduras profundas.<\/p>\n En fin, si bien la sociedad debe meterle presi\u00f3n a esos procesos manipulados y manipulables, lo principal es el paquetazo de delitos y delincuentes de Estado todav\u00eda no enjuiciados y el sistema putrefacto que garantiza su impunidad.<\/p>\n Es imperioso, pues, demandar bajarlos del poder para trancarlos a todos, incautar lo robado y refundar las instituciones, intensificando las movilizaciones en todo el pa\u00eds.
