{"id":38708,"date":"2017-06-19T00:03:49","date_gmt":"2017-06-19T00:03:49","guid":{"rendered":"http:\/\/diariodominicano.ddns.net\/?p=38708"},"modified":"2017-06-19T00:03:49","modified_gmt":"2017-06-19T00:03:49","slug":"este-marcha-y-el-presidente","status":"publish","type":"post","link":"https:\/\/diariodominicano.com\/?p=38708","title":{"rendered":"ESTE-MARCHA Y EL PRESIDENTE"},"content":{"rendered":"<p><body><\/p>\n<p>(En espa\u00f1ol e ingl\u00e9s)<\/p>\n<p>                                                                     <strong>                                   Por Narciso Isa Conde<\/strong><\/p>\n<\/p>\n<p>La marcha verde realizada en regi\u00f3n Este de la Rep\u00fablica Dominicana, San Pedro de Macor\u00eds con componentes populares, coloridos y radicalidad  y cantidad de pueblo superiores a  la formidable movilizaci\u00f3n del Sur-Azua, desbarat\u00f3 la maniobra judicial del Presidente Medina  que persegu\u00eda afectar esa convocatoria y presentarse como no culpable de la corruptela de Odebrecht y otros latrocinios.<\/p>\n<p> All\u00ed los ca\u00f1ones populares apuntaron al cogollo del sistema de impunidad y corrupci\u00f3n, tronando frente a la exclusi\u00f3n de Punta Catalina, las sobrevaluaciones multimillonarias,  los sobornos electorales, la impunidad de los jefes y numerosos casos que inculpan a importantes figuras militares y empresariales protegidas por una institucionalidad a su servicio; mientras desde la tribuna se descalificaron jueces venales  y se demand\u00f3 incluir lo obviado y citar al \u00abJefe de Estado\u00bb.<\/p>\n<p>El fin de la impunidad apunt\u00f3 claramente hacia el fin de las instituciones y del reinado danilista, anunciando para el domingo 16 de julio una marcha nacional que habr\u00e1 de volcar en la Capital, en los alrededores del Palacio presidencial, los pueblos de todas las regiones del pa\u00eds; condenando y desobedeciendo a un r\u00e9gimen corrupto e ilegitimo, debilitado por enormes movilizaciones populares que tienden a impugnarlo y, en perspectiva, a bajarlo y reemplazarlo a trav\u00e9s del despliegue de democracia de calle impregnada de soberan\u00eda popular y nacional.<\/p>\n<p>La ilegitimidad del poder constituido aflora y la perspectiva de su derrumbe y reemplazo debe ser asumida como posibilidad real, la cual NO est\u00e1 referida a los comicios del 2020 ni a elecciones anticipadas en el marco de esta institucionalidad putrefacta; sino al desplome de la misma, seguida de un gobierno transitorio que organice una Constituyente ampliamente participativa, elabore  nueva Constituci\u00f3n, redise\u00f1e la  institucionalidad (sistema electoral confiable incluido) y  convoque elecciones democr\u00e1ticas para refundarlas.<\/p>\n<p>Esto no merece ser despachado con la idea de pactos elitistas o promociones de nuevos presidente mes\u00edas, a ser montado sobre la constituci\u00f3n neoliberal y autoritaria del 2010; dejando vigentes instituciones antidemocr\u00e1ticas y corrompidas. Esas son f\u00f3rmulas inaceptables de EEUU y potencias europeas empe\u00f1adas en mediatizar y tutelar los cambios.<\/p>\n<p>En Marcha verde  participan ONGs anticorrupci\u00f3n que aceptan financiamientos y se dejan condicionar por USAID y otras agencias imperialistas. Ese es su problema.<\/p>\n<p>Pero este movimiento, diverso y en gran medida nutrido por muchos movimiento sociales y pol\u00edticos-sociales, corrientes revolucionarias y ciudadanos\/as no comprometidos con esas tutelas, debe ejercer su soberan\u00eda y desechar rutas, pactos y formulas afines al inter\u00e9s imperialista. Marcha Verde no debe tener otro due\u00f1o que no sea el pueblo dominicano. <\/p>\n<p>Domingo 18-06-2017, Santo Domingo, RD<\/p>\n<p>ENGLISH:<\/p>\n<p>EAST-MARCH AND THE PRESIDENT<\/p>\n<p> By Narciso Isa Conde <\/p>\n<p>The green march carried out in the eastern region of the Dominican Republic, San Pedro de Macor\u00eds with popular, colorful and radical elements and a large number of people, more than the formidable mobilization of the South-Azua, disrupted the judicial maneuver of President Medina that sought to affect that call and to appear as not guilty of corruption of Odebrecht and other systematic robberies. <\/p>\n<p> There the popular gunfighters pointed to the domes of the system of impunity and corruption, thundering against the exclusion of Punta Catalina, multi-million dollar overvaluations, electoral bribes, impunity of big shots and numerous cases that inculcate important military and business figures protected by a Institutions at their service; While from the podium venal judges were disqualified and it was demanded to include the obviated and to quote to the \u00abHead of State\u00bb.<\/p>\n<p>The end of impunity pointed clearly towards the end of the institutions and the reign of Danilo, announcing for Sunday July 16 a national march that will capsize in the Capital, around the Presidential Palace, the people of all regions of the country; condemning and disobeying a corrupt and illegitimate regime, weakened by enormous popular mobilizations that tend to impugn it and, in perspective, to lower it and replace it through the deployment of street democracy impregnated with popular and national sovereignty.<\/p>\n<\/p>\n<p>The illegitimacy of the constituted power emerges and the prospect of its collapse and replacement must be assumed as a real possibility, which is NOT related to the 2020 elections or to early elections within the framework of this putrid institutionalism; but also to the collapse of it, followed by a transitional government that organizes a broadly participative Constituent Assembly, develops a new Constitution, redesigns the institutional system (reliable electoral system included) and convenes democratic elections to rearrange them.<\/p>\n<\/p>\n<p>This does not deserve to be dispatched with the idea of elitist pacts or promotions of new president messiah, to be mounted on the neoliberal and authoritarian constitution of 2010; leaving current antidemocratic and corrupt institutions. These are unacceptable formulas of US and European powers committed to mediate and protect the changes.<\/p>\n<\/p>\n<p>The Green March includes anti-corruption NGOs that accept funding and are conditioned by USAID and other imperialist agencies. That is its problem.<\/p>\n<\/p>\n<p>But this movement, diverse and largely nourished by many social and political-social movements, revolutionary currents and citizens not committed to these tutelages, must exercise its sovereignty and discard routes, pacts and formulas related to the imperialist interest.
